Incorporated by reference into the Lighthouse Reach Terms of Service
This Acceptable Use & Messaging Policy ("Policy") applies to use of Lighthouse Reach, operated by Bespoke Visionaries LLC d/b/a Bespoke Visionaries. It supplements the Lighthouse Reach Terms of Service and is intended to protect recipients, customers, users, service providers, and the integrity of the Platform.
Customers are responsible for the actions of their authorized users and for ensuring that their data practices, campaigns, outreach, and communications comply with applicable law. Lighthouse functionality does not constitute legal approval of a particular use.
1. Lawful Purpose and Authorization
You may use Lighthouse only for lawful civic, political, community, membership, organizational, volunteer, constituent, outreach, analytical, and related purposes authorized by your organization and permitted by your plan.
You must have all rights, permissions, licenses, notices, consents, or other authority required to collect, upload, import, analyze, disclose, export, or communicate using data in Lighthouse.
2. Public Records and Voter Data
Lighthouse may be used with voter-registration information, voting-history information, government records, and other information that is publicly available in some jurisdictions. Public availability does not eliminate legal, contractual, or ethical restrictions on use.
You may not:

Access or use fields that are confidential, exempt, protected, or restricted from disclosure under applicable law.

Attempt to obtain or reconstruct protected identifiers or information that a government agency or data provider has withheld.

Use public-record or voter data for a purpose prohibited by the source jurisdiction, applicable license, or law.

Redistribute, resell, publish, or expose voter or other source data where doing so would violate law, contract, customer policy, or the rights of affected individuals.

Represent Lighthouse as the original government source of voter or public-record information.
3. Restricted Sensitive Data
Unless expressly supported by Lighthouse and lawfully authorized for the Customer's use case, you may not upload or store highly sensitive identifiers or data that is unnecessary for the Services, including Social Security numbers, full payment-card numbers, authentication secrets, passwords belonging to other systems, driver-license numbers, state-identification numbers, or similarly restricted identifiers.
Do not use Lighthouse to make eligibility or adverse decisions concerning employment, credit, housing, insurance, education, or other regulated benefits or services unless Bespoke Visionaries expressly authorizes that use in writing and the Customer independently establishes all required legal compliance. Lighthouse is not designed as a consumer-reporting or eligibility-decision platform.
4. Messaging Responsibility
If you use Lighthouse to send, coordinate, initiate, schedule, or facilitate email, text messages, calls, prerecorded messages, notifications, or other communications, you are the sender or initiating organization responsible for the communication unless a written agreement expressly states otherwise.
You are responsible for determining whether the communication is permitted, whether consent or another legal basis is required, what technology is being used, what disclosures are required, and whether any federal, state, local, carrier, or provider rule applies.
5. Political Calling and Texting
Political communications are not categorically exempt from federal calling and texting restrictions. In particular, calls or texts using technologies regulated by the Telephone Consumer Protection Act (TCPA) and Federal Communications Commission (FCC) rules may require prior express consent when directed to wireless numbers, even when the content is political or noncommercial.
Accordingly, you must not use Lighthouse or a connected provider to send an automated, autodialed, artificial-voice, prerecorded-voice, or similar regulated communication unless you have determined that the communication is permitted and you can substantiate any required consent or exemption.
The presence of a telephone number in a voter file, public record, purchased or licensed dataset, customer record, or contact profile does not by itself establish consent to use a regulated calling or texting method.
For purposes of this Policy: (a) a voice generated or cloned by artificial intelligence is an artificial voice; (b) prerecorded or artificial-voice calls to residential landlines that are exempt from consent are subject to federal frequency limits and must offer an automated opt-out; (c) every prerecorded or artificial-voice message must identify the sender at the beginning and provide a callback number; and (d) if you rely on a "peer-to-peer" or manual-send workflow to avoid autodialer rules, you are responsible for ensuring that a human being actually initiates each message, and you acknowledge that courts are not bound by agency guidance on that question.
6. Email Compliance
You must comply with applicable federal and state email laws and with the rules of any connected email provider. Where required, messages must include accurate sender information, required disclosures, and a functioning method to unsubscribe or otherwise stop communications. You may not use misleading routing information, deceptive subject lines, falsified identities, or technical methods intended to evade spam or abuse controls.
7. Consent, Opt-Outs, Revocation, and Suppression
You must maintain and honor consent, revocation, opt-out, unsubscribe, STOP, do-not-contact, and suppression information as required by applicable law, including Federal Communications Commission rules as in effect from time to time, and by provider rules. Without limiting the law, the Services process standard opt-out keywords (including "stop," "quit," "end," "revoke," "opt out," "cancel," and "unsubscribe") automatically and apply the resulting suppression no later than the time required by law. Lighthouse maintains a Messaging Compliance Annex at [ANNEX URL] that describes current federal, carrier, and state requirements that the Services are configured to support. The Annex is informational, may be updated on notice, and does not replace your own legal review.
You may not:

Continue regulated communications after a valid revocation or opt-out when continued messaging is prohibited.

Re-add or re-import a suppressed recipient for the purpose of evading an opt-out.

Alter a telephone number, email address, contact record, campaign, sender identity, or account to defeat suppression controls.

Use another user, organization, vendor, or integration to continue communications that you are prohibited from sending directly.

Disable, obscure, or intentionally bypass a Lighthouse feature designed to record or enforce legally required communication preferences.
Where the law or a provider permits a limited confirmation message after an opt-out, you remain responsible for ensuring that the confirmation complies with applicable requirements and does not become continued solicitation or outreach.
8. Sender Identity, Disclosures, and Transparency
Communications must accurately identify the sender when required by law or provider rules. Customers are responsible for political sponsorship statements, paid-for-by disclosures, campaign disclaimers, callback information, mailing addresses, and other required notices.
Communications concerning Florida candidates or ballot measures are subject to Florida Statutes section 106.147, including the "Paid for by" requirement (a working link is permitted in text messages) and the prior written authorization requirement for communications supporting or opposing a candidate that are not independent expenditures. Advertisements that use generative artificial intelligence to depict a real person are subject to section 106.145. Equivalent requirements of other states and the Federal Election Commission apply where relevant.
You may not spoof or falsify caller ID, sender identity, domains, routing information, reply paths, or organizational identity for a fraudulent, deceptive, harmful, or unlawful purpose.
9. Prohibited Conduct and Content
You may not use Lighthouse to engage in, facilitate, or materially support:

Voter intimidation, coercion, unlawful voter suppression, or knowingly false instructions about when, where, or how to vote.

Threats, stalking, targeted harassment, or abuse.

Fraud, phishing, credential theft, identity theft, impersonation, or deceptive collection of personal information.

Malware, ransomware, malicious code, denial-of-service activity, or unauthorized access.
-
Unlawful discrimination or prohibited profiling.
-
Doxxing or unlawful disclosure of confidential, restricted, or nonpublic personal information.
-
Synthetic or AI-generated media depicting real persons without any disclaimer required by law (for example, Fla. Stat. s. 106.145).

Unlawful fundraising, financial solicitation, or misrepresentation of the recipient or destination of funds.
-
Illegal content or activity, or instructions intended to evade applicable law.
-
Bulk communications that violate applicable law, carrier requirements, provider policies, or Lighthouse controls.
-
Any activity reasonably likely to cause Lighthouse, its customers, or service providers to be blocked, blacklisted, sanctioned, or materially impaired.
10. No Misuse of Lighthouse Intelligence or Proprietary Logic
Public records, Customer Data, and underlying factual information do not become Bespoke Visionaries property merely because Lighthouse processes them. However, Lighthouse's software, data models, schemas, taxonomies, matching logic, deduplication methods, calculated measures, scoring frameworks, weighting, benchmarks, ranking methods, formulas, analytical methodologies, workflow design, report structures, and other proprietary processes are Lighthouse Materials owned by Bespoke Visionaries or its licensors.
You may use Lighthouse-generated reports and outputs as allowed by your subscription and the Terms of Service, but you may not use the Services to systematically extract, reconstruct, reverse engineer, disclose, or commercialize Lighthouse's nonpublic proprietary logic or methods, except where a restriction is prohibited by law.
11. Security and Access
You may not:

Access another organization's data without authorization.

Circumvent authentication, role permissions, rate limits, license restrictions, usage limits, or technical safeguards.

Share credentials in a way that undermines user-level accountability or audit records.

Probe, scan, test, or exploit vulnerabilities without prior written authorization.

Use automated scraping or extraction tools except through authorized Lighthouse APIs or export functions.

Introduce malicious code or interfere with the availability, performance, or integrity of the Services.
12. Data Exports and Sharing
Customers are responsible for exports they create and for ensuring that recipients are authorized to receive the exported information. Exporting data from Lighthouse does not remove legal, contractual, confidentiality, source-license, or privacy restrictions that apply to the information.
You must take reasonable steps to protect exported files containing personal information from unauthorized access, loss, or disclosure.
13. Third-Party Provider Rules
Connected communications, payment, hosting, or integration providers may impose additional acceptable-use, anti-spam, messaging, identity, security, or content requirements. You must comply with those requirements when using the applicable integration. A provider's refusal, filtering, suspension, or blocking of traffic does not obligate Lighthouse to bypass that provider's controls.
14. Monitoring and Enforcement
To protect the Services and comply with law and provider requirements, Lighthouse may use automated or manual measures to detect suspicious activity, abnormal sending patterns, security threats, abuse reports, or apparent violations of this Policy, consistent with our Privacy Policy.
We may investigate suspected violations and, when reasonably necessary, warn a Customer, require corrective action, restrict a feature, suspend sending, suspend access, preserve relevant records, or terminate access. Serious or urgent violations may result in immediate action without prior notice where necessary to protect recipients, customers, Lighthouse, service providers, or the public.
Where appropriate, we may cooperate with lawful requests from government authorities, courts, carriers, or service providers.
15. Reporting Abuse or Compliance Concerns
To report suspected misuse of Lighthouse or a communication sent through the Services, contact [ABUSE/COMPLIANCE EMAIL] and include enough information for us to identify the relevant organization, message, date, sender, or account.
16. Changes to this Policy
We may update this Policy to reflect changes in the Services, provider requirements, law, security risks, or abuse patterns. Material changes may be communicated through the Platform, by email, or by another reasonable method. The date at the top identifies the current version.
